A sweeping new policy will place body cameras on every Immigration and Customs Enforcement officer conducting traffic stops. Border Czar Tom Homan confirmed the mandate during a Monday appearance on “Fox and Friends,” framing the equipment as a tool of accountability rather than restriction.
Officers involved in enforcement actions will be required to activate at least one camera before initiating a stop. Homan tied the decision directly to public trust in law enforcement.
“They exonerate more law enforcement than they convict, and I want officers to wear body cameras because I want the American people to see what the officers saw when they took that action,” Homan said.
Two fatal shootings set this policy in motion. ICE agents opened fire during traffic stops in both Texas and Maine, with the incidents occurring within days of one another.
No footage exists from either encounter, since cameras had not yet reached field agents.
That gap traces back to Washington gridlock.
Homan, speaking separately on “Face the Nation,” pointed to a partial government shutdown as the source of the delay, alleging that congressional Democrats worked to choke off funding streams meant for ICE and Border Patrol operations.
Procurement has since caught up. Homan told viewers the hardware itself is already in agency hands.
“The cameras have been purchased right now,” Homan said. “They’re training the trainer in deploying the cameras nationwide.”
A trainer-certification process is currently underway, according to Homan, ahead of a full nationwide rollout to field offices.
The shootings triggered more than a hardware order. Homan initially halted nearly all ICE traffic stops in the immediate aftermath, citing a need to retrain agents before resuming the practice.
That suspension proved brief. President Donald Trump intervened roughly a day later, directing ICE to return to traffic-stop enforcement against illegal immigrants without further delay.
Trump characterized the tactic as indispensable to the agency’s broader mission in a statement defending the reversal.
“We CANNOT give up one of I.C.E.’s most important and effective Crime Fighting tools, THE TRAFFIC STOP!” Trump wrote. “Once we do, we are playing right into the criminals’ hands. The Radical Left Dumocrats would like to see this done, but it won’t happen on my watch.”
He closed the statement with direct instructions to agents in the field, paired with a message of support.
“I.C.E., be judicious, fair and smart, and go back and do your very important job. Keep those Crime Stat Records coming! Remember, you are loved and respected in America. Thank you for your attention to this matter!” Trump wrote.
Traffic stops have functioned as one of ICE’s primary mechanisms for locating and detaining illegal immigrants throughout the current enforcement push.
Trump’s order ensured that mechanism stayed active even as questions swirled around the shootings in Texas and Maine.
No timeline has been released for when body cameras will reach every ICE unit nationwide. Homan’s comments suggest the rollout is being treated as a priority following weeks of funding delays tied to the shutdown fight.
The dual shootings, the brief suspension of traffic stops, and the president’s order to resume operations together mark one of the more turbulent stretches for ICE’s field enforcement strategy in recent memory.
Body-camera footage is expected to factor heavily into any future review of officer conduct during traffic-stop encounters.
For now, ICE agents continue conducting traffic stops under Trump’s direct order, with camera deployment proceeding in parallel as training continues nationwide.
