President Donald Trump announced Wednesday that his administration is preparing what he described as a major crackdown on illegal alien truck drivers while expanding opportunities for military veterans to enter the trucking industry.
Speaking at the Pennsylvania Defense and Innovation Summit in Carlisle, Trump said the administration would take “historic action” to remove illegal alien truck drivers from American roads and replace them with veterans who operated heavy vehicles during their military service.
The White House has not yet released details explaining how the proposal would be implemented or when it would take effect.
During his remarks, Trump argued that the initiative is aimed at improving highway safety and increasing employment opportunities for former service members.
He said veterans with experience driving heavy military vehicles would automatically qualify for a commercial driver’s license under his proposal.
Federal rules already permit states to waive portions of the commercial licensing process for veterans and active-duty service members with qualifying military driving experience.
Specific eligibility requirements and how the proposal would differ from existing programs have not yet been announced, according to Newsweek.
Trump’s announcement builds on a series of recent administration policies affecting who may obtain commercial driver’s licenses.
Earlier this year, the Department of Transportation (DOT) limited CDL eligibility for some noncitizens, including many asylum seekers, refugees, and Deferred Action for Childhood Arrivals recipients, while preserving eligibility for certain visa holders such as H-2A and H-2B workers and some E-2 treaty investors.
In April, Trump also signed an executive order directing federal agencies to enforce English-language proficiency requirements for commercial truck drivers and review licenses issued to foreign nationals authorized to work in the United States, according to Visa Verge.
Trump pointed to the July 1 death of Pennsylvania State Trooper Michael Pahira while discussing the initiative.
Pahira was fatally struck by a semi-truck while inspecting another commercial vehicle along Interstate 81 in Schuylkill County.
According to the Department of Homeland Security (DHS), the truck driver, Michael Bon, a Haitian national, was charged with vehicular homicide and involuntary manslaughter.
DHS stated that Bon entered the United States in 2024 before later applying for Temporary Protected Status, which officials said was denied.
DHS has also highlighted the March arrest of Sukhdev Singh, an Indian national accused of striking a pedestrian with a semi-truck in Indianapolis, as part of its argument for stricter commercial licensing standards.
Federal officials have defended the administration’s licensing restrictions as public safety measures.
DOT has said multiple fatal crashes involving non-domiciled commercial drivers helped prompt the changes.
According to the Bureau of Labor Statistics, immigrants account for about 18 percent of the nation’s approximately 3.5 million professional truck drivers, while Census Bureau data previously found that at least one in 10 truck drivers is a military veteran.
Critics contend the administration is emphasizing a handful of high-profile crashes to justify broader immigration enforcement rather than focusing on broader commercial driver safety reforms.
Administration officials, however, have defended the licensing changes as necessary to improve highway safety.
