A former Massachusetts Early Intervention employee has raised alarms about alleged abuse of publicly funded childcare vouchers, claiming that some daycare centers systematically blocked access to children while still receiving taxpayer money.
The allegations have renewed scrutiny of oversight within state-funded childcare and disability services and echo similar concerns reported in other states.
The former worker, who publicly described her experience after leaving the program, said she was repeatedly prevented from providing legally required services to children enrolled in voucher-supported daycare facilities.
According to the worker, access was denied without exception.
“When I had an appointment to service a child who went to a daycare that received vouchers, I was never let in. One hundred percent of the time,” she said, according to LifeZette.
In several cases, daycare staff allegedly told providers that children were not present, despite parents later confirming that the children had attended daycare that day.
The worker said parents were sometimes forced to intervene directly to verify attendance, raising concerns about discrepancies between reported enrollment and actual service delivery.
Massachusetts’ Early Intervention program operates under the Department of Public Health and is responsible for serving infants and toddlers with developmental delays or those at risk.
The program is designed to ensure timely evaluations and services, including physical, occupational and speech therapy, often delivered in childcare settings.
State guidelines require cooperation from daycare facilities to allow providers access to enrolled children.
Federal law further complicates the issue.
Under the Individuals with Disabilities Education Act (IDEA) Part C, states receiving federal funds must guarantee eligible children receive mandated Early Intervention services without obstruction.
Failure to provide access or document services accurately could place states at risk of falling out of compliance with federal standards tied to funding eligibility.
The former worker said the alleged obstruction not only affected children but also created financial consequences for service providers.
“Since I didn’t service that child, I did not get paid for my time,” she explained, noting that compensation is tied directly to completed visits rather than scheduled appointments.
While the worker emphasized that her experience occurred in Massachusetts, she suggested the issue may extend beyond one state.
Similar allegations of voucher-related daycare fraud have surfaced in Minnesota and Ohio, pointing to potential weaknesses in monitoring systems nationwide.
The worker said the consistency of access denial raised red flags that went beyond isolated incidents.
Experts warn that improper use of childcare vouchers can have serious consequences.
Children may miss critical early developmental services, while taxpayers unknowingly fund programs that fail to meet basic compliance requirements.
Oversight gaps can also undermine trust in public assistance programs designed to serve vulnerable families.
State and federal agencies rely on attendance records, service documentation and reporting from providers to ensure accountability.
When access to children is restricted or records are disputed, it complicates enforcement and limits the ability of regulators to verify whether funds are being used as intended.
Massachusetts officials have not publicly responded to the specific allegations.
However, the claims have intensified calls for increased transparency, stronger audits, and clearer enforcement mechanisms within voucher-funded childcare systems.
The former worker concluded that the issue deserves broader attention.
“Similar fraud probably happens across the country, but I know for a fact from working for Early Intervention that it does happen in Massachusetts as well,” the worker said.
